DISABLED VETERANS
Federal
Agencies may make a noncompetitive temporary appointment of more
than 60 days of a disabled veteran who has a compensable
service-connected disability of 30 percent or more. There is no
grade level limitation in filling a position under this authority,
but the appointee must meet all qualification requirements,
including any written test requirement. Some positions may require
passing a physical examination.
The veteran may be
converted from temporary to career/career conditional appointment
upon satisfactory
performance. Conversion must be accomplished without a break in
service of one day. Service of a probationary period is required.
In order to qualify for appointment
under the authority, the Department of Veterans Affairs (VA) must
have rated the veteran as having a
compensable service-connected disability of 30 percent or more.
This must be documented in the specific VA letter that is issued for
“establishing civil service preference”.
When claiming 10-point preference,
30% DAV applicants must submit the following three documents with
their application package:
1 – Standard Form 15,
Application for 10-point Veteran Preference;
2 – Legible copies of all DD214s
which reflect military discharge (including
Member 4
copies which document type of separation and character of
service);
AND
3 – VA Letter, dated since 1991, furnished by the Veterans Administration and issued
for use in “establishing civil service preference”.
