VETERANS EMPLOYMENT OPPORTUNITIES ACT – VEOA
This Act allows for preference eligibles OR
veterans who have been honorably discharged from the armed forces
after three or more years of continuous active duty military service
to compete for vacant positions under merit promotion procedures,
if the hiring agency is accepting applications from individuals
outside its own workforce.
As a result of this Act veterans can now make
applications under those restricted announcements that are not open
to the general public. For example, announcements that are
restricted to “status” candidates only (i.e., Reinstatement
Eligibles, Transfer Eligibles, Interagency Career Transition
Assistance Program (ICTAP) Eligibles) now contain information that
VEOA candidates may also apply. Veterans who are selected are
given career or career conditional appointments. Under VEOA,
veterans cannot accept a Term and/or Temporary position.
Purpose of the Act
The intent of the Act is to open up
opportunities to those veterans not currently federally employed
that might otherwise be closed to them because agencies were
increasingly limiting announcements just to “status” candidates –
i.e., those who were already civil service employees. This Act
requires an agency to allow eligible veterans to apply when the
agency will accept applications from individuals outside its own
workforce. (Agency, in this context, means the parent agency –
i.e., Department of Defense, not Department of the Army.) Veterans’
preference, however, does not apply to selections when made under
merit promotion procedures.
How to Apply
Upon submitting application(s) as a VEOA
candidate, applicants need to be sure to include a copy of all
DD214s with each application package showing proof of his/her
entitlement.
Applicants must follow the instructions in the
"How to Apply" portion of the announcement.
